Civil Justice Association of California Announces 2026 “Civil Justice Gavel” Recipients

SACRAMENTO, Calif. (February 26, 2026) — Today, the Civil Justice Association of California (CJAC) announced that Assemblymember Cottie Petrie-Norris (D-Irvine) and Senator Suzette Martinez Valladares (R-Santa Clarita) have been named the recipients of the Civil Justice Gavel.

CJAC awards the Civil Justice Gavel to one Democrat and one Republican legislator each year. Award recipients have displayed exceptional leadership in promoting a fair, balanced civil justice system in California.

“Strengthening our state’s legal climate is key to creating jobs, lowering costs and attracting new investment to California,” said Jaime Huff, President and CEO of CJAC. “Assemblymember Petrie-Norris and Senator Valladares have demonstrated a strong commitment to curbing lawsuit abuse and reducing expenses for both businesses and consumers.”

“Lowering the cost of living and fostering entrepreneurship are essential to improving affordability in California,” said Asm. Petrie-Norris. “I’m honored by this acknowledgment and remain dedicated to supporting reforms that protect small businesses, reduce unnecessary litigation costs and help generate new jobs.”

“California’s small businesses are the foundation of our economy, yet California’s highly litigious climate is driving up costs and forcing many to close their doors,” said Sen. Valladares. “The Legislature has a lot more work to do if we want to create a more welcoming environment for job creators. I am honored to receive this recognition and will continue to partner with CJAC to make our legal system fairer.”

When considering recipients, CJAC evaluates legislators’ votes on bills that impact California’s legal climate and other efforts to promote a balanced civil justice system in California communities. Assemblymember Petrie-Norris and Senator Valladares have a strong track record in these areas.
