Legislative Advocate

The Legislative Advocate is the principal lobbyist for CJAC and is responsible for furthering the association’s legislative agenda. The Legislative Advocate reports to the CJAC President. Primary job duties include, but are not limited to:

  • Communicate directly with members of the Legislature and the Executive branch on liability and other civil law proposals. Testify before committees and arrange expert witnesses when appropriate.
  • Develop and lead liability reform coalitions to support or oppose legislation.
  • Examine every bill for civil liability implications, and alert and obtain information from CJAC member organizations on implications of proposals.
  • Prepare arguments and statistical support for CJAC’s legislative program and research activities for communication with the public.
  • Draft legislative proposals and coordinate with legal experts to determine language for any proposal or amendment(s) to a bill.
  • Monitor federal legislative proposals affecting CJAC membership. Participate with national coalitions on key legislation and communicate as appropriate with members of California Congressional delegation.
  • Communicate directly on a weekly basis via e-mail bulletin with CJAC membership on legislative developments. Communicate as needed with any member of the organization, member of the public, or other interested party on liability and other civil law issues.
  • Lead CJAC’s standing Legislative Committee in monitoring ongoing legislative issues and reviewing specific bills. Make recommendations on pending legislation to the President and the Legislative Committee. Report to the Board on legislative issues and activities affecting liability reform.
  • Maintain liaison with Judicial Council and represent CJAC on Council committees and task forces.
  • Contact prospective members to promote CJAC, actively recruit new members, and participate in fundraising activities as appropriate.
  • Represent CJAC at public and political functions as appropriate.
  • Some travel required.

Job Requirements

  • California Law License with practical experience of multiple years strongly preferred.
  • Familiarity or experience with California or similar State level legislative advocacy is very helpful for the position.
  • Experience managing personnel and multi-part, ongoing project management a plus.
