Meet the team that is working to advance a more business-friendly environment in California..
Kimberly Stone became just the third person to serve as CJAC’s president in January 2011. She had served for five years as the Association’s Legislative Director and then Vice President-Legislation before joining Blue Shield of California as its Director of Government Affairs in August 2010.
Katherine Pettibone became CJAC’s Legislative Director in September 2010. A 2006 graduate of the University of the Pacific, McGeorge School of Law, Pettibone previously served as a Senior Legislative Analyst in the Governor’s Office of Planning and Research.
Rick Rivas, who joined CJAC in June 2007, directs CJAC’s political operations through its political action and independent expenditure committees. He oversees CJAC’s campaign contribution tracking project, participates in media and community relations, and assists in communications and membership development.
Fred J. Hiestand, CJAC General Counsel, manages the Appellate Program. Mr. Hiestand has nearly 30 years of appellate experience. He participates in oral arguments before the state Supreme Court in cases where CJAC has filed an amicus brief and is consulted by appellate attorneys preparing cases for argument.
Debbie Edgar joined the CJAC team in 1995 as the Assistant to the President. Edgar is responsible for managing the support staff, overseeing membership development, financial tracking, budget preparation, the annual audit, retirement and benefit programs, and compliance with workplace regulations.
